In this tutorial, you will learn how to create a wonderful web for your text with some magic filter effects.
Step 1: Prepare a new 600x600 pixels document. Fill your background with black and use the Horizontal Type Tool(T) to write anything you like
Step 2: Duplicate this text layer by pressing Ctrl-J 
Step 3: Merge the "small tutorials" and Background layers by click on "small tutorials" layer, hold down Ctrl and click on Background layer, right click and select Merge Layers ( or press Ctrl-E as a shortcut) 
Step 4: Now rotate your image by go to Image > Rotate Canvas > Arbitrary and type 45 in Angle textbox and choose oCW option 
Step 5: Go to Filter > Stylize > Wind and choose "From the Left" option
Step 6: Press Ctrl-F four times to repeat this effect. Go to Filter > Stylize > Wind again but this time we choose "From the Right" option. Press Ctrl-F four times again! This is our image at this time
Step 7: Now rotate it to normal position by go to Image > Rotate Canvas > Arbitrary. This time we rotate 45oCCW
Step 8: Go to Filter > Distort > Polar Coordinates and choose "Polar to Rectangular" option
Step 9: Go to Filter > Pixelate > Color Halftone and use the default settings (Max Radius 8, Channel 1 108, Channel 2 162, Channel 3 90, Channel 4 45). After this step, we get:  Step 10: Go to Filter > Distort > Polar Coordinates and choose "Rectangular to Polar" option
Step 11: Blur it a little by go to Filter > Blur > Gaussian Blur and use a radius of 1.5 pixels 
Step 12: Now press Ctrl-U to open the Hue/Saturation dialog box, make sure to tick on the Colorize checkbox and use these settings (or whatever you like)
Here is the result: 
If you don't like the white text then use some effects on the text layer. I just use "Drop shadow" and "Color Overlay" (with #FD9CDC text color) effects to keep this tutorial small!
